Using PowerShell 2 to install PowerShell 3

I am studying PowerShell and I noticed that many cmdlets are not available in Windows Server 2008 R2 because PowerShell 2 is installed by deafult instead of PowerShell 3: is it correct?

To get other cmdlets I need to install PowerShell 3 by installing .NET Framework 4.0.

Is there any way to use PowerShell 2 to install PowerShell 3 or later?
