Migrating from UMRA to Powershell

We currently use UMRA to create and modify many scripts for creating new AD users, security settings, email, etc.  I exported one script in XML format and I am trying to convert to a powershell script and run to see if it works.  The script uses a CSV file to create new users, etc.  Can someone direct me on where to start with this process?  Thank you.
