Help adding new FTP site in IIS

Hi,

I'm new to Power Shell and need to add a new FTP site in IIS on 2012 R2. I need to perform the following: 

1.) FTP site called test

2.) Path is C:\inetpub\ftproot

3.) "No SSL" needs to be selected

4.) Allow access to "All Users"

5.)  "Read" and "Write" needs to be checked.

Can someone please send me some info on how to accomplish this? Thanks very much.
