Need help with creating local user accounts from Excel spreadsheet by using Powers hell scripting

I am new to Powershell and I am currently working as a coop student. I need to know the correct script of how can I read the spreadsheet containing user accounts by Powershell scripting. I don't need active directory method. Please, help me with it. Any suggestions would be appreciated.
